I'm guessing this is a Windows issue. The screen seems to re-draw every time I do anything - scrolling(using the scroll wheel or scroll bar), clicking anywhere. Any ideas on how this can be improved? It's kinda annoying.

It's currently being worked on. My understanding is the flickering is significantly reduced in the update that was posted yesterday 10/19/16 6.0.7 build 132

Just been playing a bit. This issue is partly resolved by changing all the Unicode text encodings to Windows Latin 1. This is in the Preferences>Unicode Tab. This made a big difference. The program was almost un-usable when the encodings were set to Mac Roman. Still flickers but not near as bad.

The encoding shouldn't make any difference, it's the entire screen that's redrawing, and I haven't been able to figure out why. Oddly enough, several users have reported that 6.0.7 eliminated the flickering entirely, while others say it made it worse.
It doesn't appear to matter which version of Windows, either. I don't know if there's a difference in Windows control panel settings or something else, but it's really frustrating to not be able to fix it reliably.

One thing that might be contributing in my case is the fact that the files are on a network drive. I'll try working off a local drive to see if it makes a difference. But I did notice a significant difference when I changed the encoding.

No difference - network or local. However, the local drive is very low on disk space. IT are working on it.
